# Proposal Creation

Governance starts with ideas.

Anyone holding $e-IOU can initiate a proposal by opening a discussion on GitHub. This phase allows the community to:

* Refine the idea
* Challenge assumptions
* Build early consensus

**Once the proposal gains traction, it is submitted on Votico with:**

* A clear description
* Link to the GitHub discussion
* Deliverables and timeline
* Requested reward (if applicable)
* Recipient wallet address

Only structured, transparent proposals move forward.
